The Commissioner of Internal Revenue (or IRS Commissioner) is the head of the Internal Revenue Service (IRS), an agency within the United States Department of the Treasury.

The office of Commissioner was created by Congress by the Revenue Act of 1862. The Commissioner is appointed by the President, with the consent of the Senate, for a five-year term.

The acting commissioner is David Kautter.

The Commissioner’s duties include administering, managing, conducting, directing, and supervising “the execution and application of the internal revenue laws or related statutes and tax conventions to which the United States is a party” and advising the President on the appointment and removal of a Chief Counsel of the IRS. Treasury Order 150-10 states in relevant part: “The Commissioner of Internal Revenue shall be responsible for the administration and enforcement of the Internal Revenue laws.” The Commissioner reports to the Secretary of the Treasury through the Deputy Secretary of the Treasury.

Disability studies is an academic discipline that examines the meaning, nature, and consequences of disability as a social construct. Initially the field focused on the division between “impairment” and “disability”, where impairment was an impairment of an individual’s mind or body, while disability was considered a social construction. This premise gave rise to two distinct models of disability: the social and medical models of disability. In 1999 the social model was universally accepted as the model preferred by the field. However, in recent years, the division between the social and medical models has been challenged. Additionally there has been an increased focus on interdisciplinary research. For example, recent investigations suggest using “cross-sectional markers of stratification” may help provide new insights on the non-random distribution of risk factors capable of acerbating disablement processes.

However, students are taught to focus on the lived experiences of individuals with disabilities in practical terms. The field is focused on increasing individuals with disabilities access to civil rights and improving their quality of life.
