The efficiency of air conditioners is often rated by the Seasonal Energy Efficiency Ratio (SEER) which is defined by the Air Conditioning, Heating, and Refrigeration Institute in its 2008 standard AHRI 210/240, Performance Rating of Unitary Air-Conditioning and Air-Source Heat Pump Equipment. A similar standard is the European seasonal energy efficiency ratio (ESEER).

The SEER rating of a unit is the cooling output during a typical cooling-season divided by the total electric energy input during the same period. The higher the unit’s SEER rating the more energy efficient it is. In the U.S., the SEER is the ratio of cooling in British thermal unit (BTU) to the energy consumed in watt-hours. The coefficient of performance (COP), a more universal unit-less measure of efficiency, is discussed in the following section.

For example, consider a 5,000-British-thermal-unit-per-hour (1,500 W) air-conditioning unit, with a SEER of 10 BTU/W·h, operating for a total of 1000 hours during an annual cooling season (e.g., 8 hours per day for 125 days).

Ist (Italian: Isto) is a small island off the Dalmatian coast of Croatia. The closest city to Ist is Zadar. The island has an area of 9.65 km2. Ist is located between the islands of Škarda and Molat.

The entire island has a permanent population of 182. During the past 50 years it has witnessed a slow depopulation which has halved its number of inhabitants. The Equity and Reconciliation Commission (Arabic: هيئة الإنصاف والمصالحة‎‎; French Instance Equité et Réconciliation – IER) is a Moroccan human rights and truth commission created on January 7, 2004 by King Mohammed VI in order to reconcile victims of human rights abuses, such as torture and atrocities committed by Makhzen (the governing elite) during the Years of lead, with the State.

IER is composed of a president and 16 members of various institutions and establishments, half of them from CCDH. The proclaimed objectives of the commission are the protection and the promotion of the human rights in Morocco.

IER aim is to rehabilitate the victims, and pay compensation for state outrages against them. This has been hailed internationally as a big step forward, and an example to the Arab world.
